NORTH HOLLYWOOD, LOS ANGELES () — A video going viral online shows masked ICE agents violently taking a man into custody in North Hollywood on Friday morning.
It happened outside the Ivy at NOHO apartments on Otsego Street.
The video shows the man handcuffed as ICE agents drag him to a vehicle. Three agents were seen picking the man up by his arms and legs as he cried out in pain.
The family of the man arrested identified him as 27-year-old Angel Luis Gonzalez Lobo from Venezuela. His brother said he does not know why he was arrested.
Soon after, an agent approaches a neighbor on the sidewalk walking his two dogs, appearing to point his gun in his face and pushing him into a bush. The neighbor appeared to be unarmed.
Just before the interaction, he picked up what appeared to be a canister of pepper spray off the sidewalk, but quickly threw it to the side as officers rushed toward him, exclaiming, “I thought it was his!”
Neighbors say they are upset with the way the situation escalated.
“It was a no-questions-asked thing. They just came up on him, and it was a tussle in the bushes,” said witness Damari Butler.
Butler pulled out his camera and rolled on the struggle.
“The guy with the dogs, he stepped in a little bit. The ICE Agent pulled out a gun, backed him up in the bushes with the gun to his face, which was insane,” Butler said. “At that point, I’m going to be honest with you, I thought that was the end for him.”
The agent eventually walked back to the man being arrested on the ground.
“At one point, it did look like they may have tased him while he was on the ground, and then they tried to hogtie him, and then they threw him in the truck,” Butler said.
A second car then pulled up as agents attempted to get the man into the vehicle.
In the meantime, the video shows the man with two dogs pick something else up from the ground. An agent then rushes after him and tells the neighbor to put it down before appearing to spray something at him.
“It just felt very chaotic. It didn’t feel like anybody actually knew what they were doing on that side. It just felt like, ‘If we need to use excessive force to get what we need — do it,'” Butler said.
Another witness said she felt scared for the man who was taken by agents.
“Until you actually witness it, it’s actually really sad. It’s really sad this is going on,” neighbor Nancy said. “Whether I was with my child or not, I was a bit scared. I was scared for the man that was being dragged. I was scared for myself and my son. I just didn’t feel safe walking outside my apartment building.”
Eyewitness News reached out to the Department of Homeland Security for more information but has yet to hear back.
Meanwhile, the shocking video sparked local leaders to demand answers.
Mayor Karen Bass issued the following statement:
“This is unacceptable and will not be tolerated in L.A. I’m engaging the Attorney General’s Office to investigate and prosecute any wrongdoing by these federal agents. Additionally, I referred this matter to the Office of U.S. Representative Robert Garcia, the ranking Democrat leading oversight on federal immigration enforcement abuses.
We beat Trump and ICE in court, and new state laws have implemented accountability measures for ICE agents to protect our communities.”
Councilwoman and mayoral candidate Nithya Raman wrote the following on social media:
“I am outraged by reports of violent ICE kidnappings in North Hollywood. L.A. is not a playground for the Trump regime’s inhumane operations, and Angelenos should not have to live in fear of going to work, taking their kids to school, or living their life.”
