EU targets Russian drone-makers with sanctions following Kyiv strikes

EU foreign policy chief Kaja Kallas announced that new sanctions targeting Russia’s military-industrial complex will be presented on Thursday, after Russian forces launched massive overnight strikes on Kyiv, killing at least 13 people and wounding dozens.

“Today, I will propose to sanction more entities supporting Russia’s military-industrial complex in response to the strikes,” Kallas wrote on X. “The more Moscow attacks civilians, the more sanctions must be imposed. We keep raising the cost until Russia understands it cannot win.”

The attack came after Ukraine’s air force warned that ballistic missiles were headed towards the capital. Ukrainian President Volodymyr Zelenskyy cut short a visit to Dublin on Wednesday, citing intelligence reports of an impending Russian strike.

The new listings will not be included in the 21st sanctions package, which is currently under discussion among European governments and is expected to be adopted by mid-July, in order to avoid automatic renewal clauses.

Instead, the listings will be added on a rolling basis, a new methodology designed to speed up the application of sanctions without requiring approval of a broader package.

The proposed sanctions target five entities and one individual involved in developing and producing components that enhance the capabilities of Russian drones, including Shahed- and Geran-type UAVs, Euronews can confirm.

The listings were shared with EU ambassadors on Thursday. The next discussion is expected on 8 July, ahead of the Foreign Affairs Council on 13 July.

“Words of condemnation alone will not stop attacks on Kyiv. Only sustained military support for Ukraine and increased pressure on Moscow can do that,” Kallas said.
