A Wisconsin man will be spending a substantial amount of time in prison after police caught him sending money to a woman living in the Philippines in exchange for sexually explicit videos of a 13-year-old girl, Us Weekly confirmed.
The Department of Justice’s Office of Public Affairs revealed in a press release that Bradley Hounsell, 44, started communicating with an unnamed woman he met on social media in November 2023, and that in time, he asked the woman if she had access to sexually explicit photographs and videos of children.
The woman allegedly offered to make the child porn for Hounsell herself, and he agreed to pay the woman an amount that was not specified in documents reviewed by Us. The money was to be split between the woman and the child victim, who is only 13.
Upon receiving the money from Hounsell, the agreement was that the individual in the Philippines “advised that she was making the video” and then “sent the defendant a video that depicts his contact in the Philippines touching” and sexually assaulting the girl.
Investigators said that Hounsell asked the woman about the victim’s “sexual preferences” before instructing the woman in the Philippines to have the minor girl “pose in sexually explicit positions.” Hounsell was indicted on federal charges in April 2025 following an investigation by the Federal Bureau of Investigation in coordination with the Winnebago County Sheriff’s Office.
It was unclear who first tipped federal authorities to Hounsell’s online activities.
On Friday, January 30, Hounsell pleaded guilty to one count of coercing and enticing unlawful sexual misconduct on a minor.
Hounsell’s arrest was made as part of Project Safe Childhood which is an initiative by the DOJ that aims to reduce sexual exploitation of children by combining law enforcement efforts, community action and public awareness.
If he had been convicted at trial, Hounsell was looking at a mandatory minimum sentence of 15 years’ imprisonment and up to 30 years of incarceration. He also faced fines of up to $250,000, authorities said.
Hounsell accepted a deal from prosecutors that called for a subsequent law enforcement review of all of his online communications with the woman, which led to the discovery of other requests he made for child sexual abuse material.
Hounsell will be sentenced during a hearing set for May 14 at 1:30 p.m., according to court records.
It was unclear if Hounsell’s plea deal included a specific sentencing range for the judge to consider.
After he is released from prison, Hounsell will be required to register as a sex offender under state and federal law.
