LOS ANGELES () — The race in Los Angeles City Council District 3 with Councilmember Bob Blumenfield termed out has put a lifelong public servant up against a local businessman.
Barri Worth Girvan has worked for former Mayor Antonio Villaraigosa, former State Senator Bob Hertzberg and L.A. County Supervisor Lindsey Horvath. Tim Gaspar ran a large insurance company in the West Valley until he sold it back in 2021 and has worked with a number of nonprofits and community groups.

“What distinguishes me from my insurance ceo opponent are 20 years of public service experience delivering for our communities on the ground in real ways. And this is not time for on-the-job training. This is time to be able to hit the ground running,” said Worth Girvan.
“My opponent is someone that’s been in politics her entire life. Where for me, I bring that fresh perspective. I bring the perspective of actually getting things done. If we keep electing the same types of folks over and over again, we’re going to keep getting the solutions or I would say lack thereof,” said Gaspar.
The biggest issues in this council district race include housing, homelessness, supporting the small business community and protecting the homes located in this district’s high fire zone.
This is Worth Girvan’s first time running as she’s always worked behind the scenes. Worth Girvan wants to improve basic city services from sidewalks to street lights.
“Out here in the West Valley, we are geographically removed… but we know out here that we often get overlooked. There is a program, for example, called L.A. City Circle, and what that program does is it brings trained mental health professionals to non-violent, non-urgent calls where there are people having a mental health episode on the street. Currently, we do not have that program operating out here,” said Worth Girvan.
Gaspar says one of his strengths is that there’s nobody at City Hall he’s beholden to. He thinks L.A. needs that fresh perspective to bring solutions to the city.
“When you take a look at L.A. City Council, there’s not a single person in the room that’s ever run any kind of business of any kind…What this job is about is making sure that the residents of the West Valley, the residents of Los Angeles get the services that they pay for. That means clean streets, clean sidewalks that aren’t cracked, enough police officers, enough firefighters, clean parks that are safe to play at. These are all things that are owed to us for the tax dollars that we pay and right now residents are not getting that,” said Gaspar.
On homelessness, both candidates support the no camping ordinance 41.18. But, Worth Girvan believes in a housing first model for homelessness. Gaspar does not.
