LONG BEACH, Calif. () — Demonstrators gathered outside Long Beach City Hall on Tuesday evening after video captured immigration agents pinning a man against a curb as he yelled for help while being detained.

Those attending the rally called for U.S. Immigration and Customs Enforcement to leave their community.

Video posted on social media by StopICE.net shows a man yelling, “Help me!” while being pinned on the street against a curb. The man, identified as Ricardo Gonzalez, repeatedly said his arm was broken and could be heard moaning in pain while being detained.

The encounter occurred Oct. 17 and has drawn criticism from community members and elected officials, including Rep. Robert Garcia, who has called for an investigation. Garcia said the man seen being detained is a U.S. citizen.

Federal authorities offered a different account of the incident.

“An individual was arrested after he smashed the mirror of a government vehicle,” a Department of Homeland Security spokesperson said in a statement Tuesday, adding that they are “investigating potential charges for the damage to a government vehicle.”

Eyewitnesses, however, said Gonzalez was riding a bike when ICE agents sped after him in SUVs, took him to the ground and pinned him to the curb.
