CBS News has exclusively learned that Senate and House Democrats are investigating whether President Trump issued pardons and commutations as part of what is described as a “pay-to-play” dynamic. Lawmakers have sent letters to more than a dozen recipients of executive clemency, seeking documents about payment history and communications with lawyers or those close to the president.
